According to the president, a total of 15 million land certificates had been distributed in West Papua this year, and the number is expected to reach 40 million next year.

There are many problems regarding land dispute in various regions in Indonesia. According to the President, the dispute occurred because residents do not have a certificate as proof of rights to the land. President Jokowi highlighted the importance of ownership of land certificates to reduce land disputes that often occur in various regions.

Ownership of land certificate is proof as the rightful owner of a land in Indonesia. Nevertheless, there are still many people who have not received a certificate. The President asked the Ministry of Agrarian and Spatial Planning/National Land Agency to complete the issuance of certificates throughout Indonesia as soon as possible. Usually, there are only 400,000-500,000 certificates issued in year. In 2017, President Jokowi asked Minister Sofyan Djalil to complete five million certificates.

President Joko Widodo on 21 December 2017 distributed 2,568 land certificates to communities from the districts of Sorong and South Sorong and the city of Sorong in West Papua Province. According to the president, a total of 15 million land certificates had been distributed in West Papua this year, and the number is expected to reach 40 million next year. On the occasion, Minister of Agrarian Affairs and Spatial Planning and Head of the National Land Agency Sofyan A. Djalil revealed that currently, only 14 percent of the land had been certified. West Papua has 1,356,581 parcels of land and those have been certified amounted to 190,638 parcels of land and 116,596 parcels remain unregistered.

The government will continue to encourage the distribution of land certificates as part of the agrarian reform to realize justice. The President reminded the leaders to be responsible in carrying out the task and achieve the target. Agrarian reform is not limited to administrative issues related to dispute resolution between the community and the company but rather to justice. Another benefit if having a land ownership certificate is that it can be a guarantee to the bank. However, the President reminded that to be used for productive things, such as for business guarantee and working capital not for the consumptive.
